CPU: AMD Phenom II x4 960T 3.0GHz
RAM: 8.00GB
RESOLUTION: 1366x768, 60Hz
MoBo: ASUS M4A88TD-V EVO/USB3
HARD DRIVE: SAMSUNG HD 160JJ/P


Other People With the same CPU and GPU are running BF3 on ultra with no chopiness or anything but my computer wont im just curious as to why..

They're probably running on lower resolutions, or lower graphics. Or, they might be running components such as GPU/CPU on overclocked frequencies which would slightly improve gaming performance.
