Best or highest GPU for i5 650 as of Nov 15, 2013

What's the best or highest possible video card I can use for an i5 650?

I have a 750 watt psu, 8gb of ram, and I'm running at 1920x1080.

I'm currently using a radeon hd 5830 and I want to upgrade to something like the gtx 760.

A gtx 760 would probably not have too much of a bottleneck with that cpu.
However, there is always a bottleneck, in some games more than others.. A GTX 760 is a strong card but you probably wouldn't be able to get anything more powerful without running into a bottleneck often.
