Highs/Lows CPU voltage/ratio

Would I want the lowest CPU core voltage possible with the highest CPU ratio possible, is this perfeclty fine(case 1) or dangerous for having such a low voltage?

Case 1: Stable at 100% loaded for 10-20 minutes with Prime95 and less than 85 degrees celsius.

Never gonna go 100% CPU usage in my life, so 10-20 minutes is fine for me.

Case 1 is true, but you'd want to run the test for a lot longer (4 hours minimum) to see if it's really stable or not. You also might want to try a few other stress test programs as well. Sometimes a processor will run prime95 for 24 hours without an issue but then you try something like Intel Burn Test and it fails after 20 minutes. Just something to think about.

Yes, the goal is the highest ratio possible with the lowest voltage necessary. It's not dangerous to have low voltage, but if it's too low, you system will BSOD, freeze or fail to boot. That is a sign that you're system isn't stable and you'll have to either raise your voltage or lower you multiplier (ratio).
