If you have more ram installed on a 32 bit system, would it use it as virtual ram, or would it just recognize the 4 gb instead of the 8 gb and waste the other 4 gb?

It will just recognize the "4GB". That "4GB" number that 32-bit operating systems are limited to refers to total addressable memory space and not just the RAM installed. It's a total made up of system RAM, graphics RAM, etc. No virtual memory benefits either. The other 4GB is just wasted space.
