Laptop running over stock speed

Hello, my computer (According to CPU-Z) Is running at 3000MHz (3.0GHz) when running a program, such as Microsoft Flight Simulator. I'm not too knowleadgble about computers, that's why I am here. It's not overclocked, (Well, not that I know of) what is happening? The computer gets quite hot too.

I would advise you go into msconfig (accessed from the start menu search) and try to find them there under startup programs or services. If you can find them and disable them then when you restart your computer they shouldn't be running and you can uninstall them.

That CPU is equipped with a technology called Turbo Core which automatically increases your clock speeds. It can actually go all the way up to 3.3 Ghz with that CPU. Nothing is wrong with the CPU it's just normal behavior.

Also, theres an adware program on my computer, and whenever I try to uninstall it, it says its open in another program. I've open tasked manager, and it is not there. If i try to manually move the folder, it says it cannot move because the file is open in another program.

Have you checked the processes tab of task manager?

Thanks guys! Didn't know that, pretty cool!

And no, I cannot find them in processes. I actually have 3, IDT Audio, OtShot, and lucky leap. I looked on the task manager process section, don't see any.
 
All mobile Core i5 and i7 CPUs have something called Turbo Boost which allows the CPU to automatically increases the clockspeed above the base clockspeed assuming the temperature is not too high. The i7-3610m has a base clockspeed of 2.3GHz and a max of 3.3GHz. The max can only be achieved if only one CPU core is used, if more cores are used then it is lower.

Naturally when the CPU runs above it's base clockspeed it also increases the CPU temp. My Lenovo Y470 has an i5-2410m which has a stock speed of 2.3GHz and Turbo Boost speed of 2.9GHz. However, when I play games Turbo Boost causes the CPU to go up to 92C when I played GTA 4 the temp actually hit 99C and the CPU started to throttle itself down to reduce heat. That naturally made playing games very choppy. Since then I decided to disable Turbo Boost when playing games so that the CPU temp is "only" 85C; still too for my taste, but at least it's better than 92C and 99C.

You can disable Turbo Boost if you wish by going to your Power Options:
1. Click on the Change Plan Settings for the profile you want to use.
2. Click Change Advanced Power Settings.
3. Scroll down to Processor Power Management in the window that pops up.
4. Expand the Maximum Power State.
5. Type in 99; which means 99%
6. Click OK or Apply.

Setting the max power state to 99% will prevent the CPU from going over the stock speed, in your case that would be 2.3GHz. The percentage is not intuitive and it is not linear so setting it to 98% will not mean the CPU will run at 98% of 2.3GHz. For example, 99% for the i5-2410m means running at the base speed of 2.3GHz. Setting max power state at 78% to 98% means the CPU runs at about 1.8GHz. In the range of 69% to 77% means the CPU runs at abou 1.6GHz. So not very logical or intuitive...
