Which CPU can play crysis 3 on ultra and upcoming games also

You have enough RAM - 16GB vs 8GB doesn't show much if anything. 650w PSU is enough too. GTX 760 is fairly good though Crysis 3 is an absolute beast on Ultra on all hardware:-

Personally I'd go for either a i5-3570k/4670k 1st choice, and OC to +4.4GHz. FX-8350 if you want AMD, but anything less will really struggle. If you look at Tom's CPU benchmark a stock i5 3550/3570 and FX-8350 are neck & neck on avg, but the i5 has much higher min frame rate, so even on 8 cores, the game still needs strong IPC in some...

i5-3550 @ 3.3GHz = 31min / 49.2avg
FX-8350 @ 4.0GHz = 21min / 49.5avg

i5 also has greater OC overhead - about 30-35% on average (3.4 to 4.4-4.6GHz) vs only 15% on FX-8350 (4.0 to 4.6GHz on average).

Yes it should do:-

The i5-3470 (13,370Rs) can OC to a max of 4.0GHz.
The i5-3550 (14,000Rs) can OC to a max of 4.1GHz
The i5-3570 (14,950Rs) can OC to a max of 4.2GHz.
The i5-3570k (15,850Rs) is unlocked and can OC to however far you can take it (+4.4GHz-4.8GHz normally).

You need a "Z77" Socket 1155 to go with it. Asus & Gigabyte are usually recommended.

So which one should I get there is not much differnce between all four max Of Rs 2000.....and I am going with motherboard that I mentioned z77 extreme 3 as rock ....

Asrock are fine. As for which, one - the 3570K gives the best future proofing due to unlimited overclocking. The others are still very fast and there's only about 5% between them, so whichever one fits your budget the best.

650w is more than enough. Intel's are not very power hungry at all.
