Windows 64 bit can run both 64 bit and 32 bit programs and drivers. Windows 32 bit can run 32 bit and 16 bit programs and drivers. If you have older 16 bit programs or devices, they won't run under windows 64 bit, thus you need windows 32 bit to run those old programs and device drivers..
