GA-Z87X-D3H, 2 GTX 560 Ti's cant detect second GPU

Hey so this is my first time posting on here, usually i can find the info i need, but this time im stumped.
So after upgrading my GPU and my partners GPU, we decided to give them to my brother. Both are the exact same GPUS, GTX 560 Ti. MY brother built himself a new pc planning on SLI-ing these two GPU's.

The Specs are

GA-Z87X-D3H mobo
Intel Core i5 4430 Haswell 3.0GHz 6MB
WD 2TB 7200rpm HDD
G. skill 16 GB ram
XFX 750w PSU
Win 7 home 64bit
and these two GTX 560 Ti's

so windows 7 wont detect the 2nd gpu..... when i say this i mean the 2nd GPU does not come up in Device manager. It has the one gtx and the inbuilt graphics, thats all.

i have tested each individually and both work fine by themselves. the sli bridge is fine too, as it was brand new with the mobo.
i have formatted his HDD and reinstalled everything...yay!..... and still no 2nd GPU is detected.

what have i done wrong?
Is the psu be enough to run both GPU's?

The other thing is would this issue be causing BSOD's? because we are gettin frequent BSOD's

Any help would be amazing

check your NVIDIA CONTROL PANNEL
download & install GPU-Z
You can see there if 2 GPU's are running
