my fx 6300 does not hit its max turbo of 4,1Ghz it only goes up to 3,817 while gaming and the temps are only 47C max . is it not using its full potential and and would i be abel to OC it if it is?
That board is solid. You should be able to hit 4.1 GHz across all cores easily, even on the stock cooler. If the chip gets higher than ~60C, however, I would recommend toning it down a bit.
"Turbo boost" is a rather fickle function in my experience. It often refuses to work at all. However, I've never spent much time with a processor before overclocking it, which I highly suggest. What motherboard do you have?

Ok so should i oc it to 4.0ghz - 4.1ghz usin the stock cooler or should i wait untill i get the corsaair h60
It won't be the best by any stretch, but 4.1 isn't asking much. If you haven't already bought the motherboard in question, then this would suit you better, and would give you more overclocking options:
