Power Supply wont work?

i just finished my computer build. when i plug in my power supply and flip the I/O switch, the standby light comes on but the computer itself doesnt start up. yes the 2x2 is connected, yes the 24 pin is connected, yes the video card is pushed all the way in, yes the memory is pushed all the way in. please help i dont know whats wrong. i also tried another power supply and it pretty much does the same thing.

Specs (if needed):
intel i5-3470
intel c67dhl motherboard
NVIDIA GeForce GTX 650 TI 2gb
500 GB seagate HDD
NZXT Apollo Black SECC case
Kingston HyperX red-blue series 8GB (2x4GB)

The PSUs in question:
first one: Seasonic 620W 80 PLUS BRONZE
second: Corsair 430W 80 PLUS Bronze

If you look at the thread AMD Radeon posted, the bit i'm talking about is on #18, it is the 10 or so pins that control the PC coming on (there's a group of 10 or so pins, only 2 of them are the power), the pins connect to the front panel power switch via a cable that comes with the case.

(you say you have the light on the mobo, which means the PSU is properly installed and delivering power)

Bare in mind some mobos are different and may require you to look in the manual. On that board img the pins are north of the Ram slots and West of the power connector.
