The Evo 212 is a popular choice and is a good price for the cooling. I would get it, if money is tight.

+1 for the Cooler Master Hyper 212 EVO. It's the best budget cooler out there right now. Very good performance, fairly quiet, compact and easy to install.
If you want a high-end cooler look at a Noctua NH-D14 or Phanteks TC14PE, whichever costs less or is on sale at the time. Both are fantastic and relatively quiet. Just make sure they will fit in your case first because they are also quite large.
