Because unused memory from the CPU will otherwise do nothing. It is simply the amount available, not the amount in use. What I mean is that unused CPU memory is allocated to the GPU if it needs it. All GPUs do this. My 1Gb 650Ti Boost says it has 4Gb available.

The other memory that is not dedicated is much, much slower. It is not memory that comes inside the GPU, it is taken from the system. since it is not part if the card and does not do anything much for performance it is only a 512mb card
