I'm not sure why, but on my new build the stock cpu fan is rather noisy, even at 1000rpm (the lowest it goes - I have it on silent configuration in BIOS!).
Do you think it could be defective, or do you have any suggestions?
It definitely is the cpu making the noise, not the gpu or psu.
