Can't get into Windows prompt to open in safe mode

I have the User Profile Service service failed to logon when I try to log on to my new computer. I've tried pressing F8 at the start of my computer, all it does is brings me to a screen where it says boot from my HDD, SD, or CD. when I click enter setup it brings me to the UEFI bios screen and there doesn't seem to be a way to boot my computer in safe mode from there. I just want to get to the windows prompt where it says boot in safe mode.

It sounds like you are pressing F8 too soon, and the BIOS uses F8 as the shortcut key for your boot menu. You won't find Safe Mode there, since it is not Windows that is providing that menu.

Try waiting a few seconds (after BIOS lists memory and hard drives, or logos) then hit F8. It may take a few tries. If you get the boot menu, restart the computer again, and wait a bit longer.
