custom built comp problem booting..

so my computer has a intel dh67cl mobo nvidia geforce 630 gaphics card 2x 4gb corsair ram sticks, intel i3 3.5ghz dual core processor powered by a corsair cx750 PSU... my issue is my computer wont boot... sometimes the fan will spi for half a second and sometimes it will boot up but eventually turn itself off. on bootup i get cmos battery failure cmos time not set, was wondering if anbody could give me some insight on the fix for this. I plugged my psu and cpu fan into an old msi mob i got but i still get the same problem with it not booting up... just a partial fan spin. any ideas would be helpful

also i forgot to mention, i had a bad psu on this build before. it fried and burnt out my 300$ graphics card. themobo worked for a few months afterwords so i assumed when the old psu crapped out it didn't damage my motherboard. but now I'm having this problem, don't know if this information is relevent but I'm sure it couldn't hurt to tell.

i changed the battery with the one i had in my old msi mobo... still same thing. sometimes the computer will surge with power act like it's about to start but then shuts back off after a couple of seconds. it just kinda does that over n over again until it decides it doesn't want to try to turn on at all. the green led on the mobo lights up and is solid too... so m mobo is getting power it just isn't using it...

how do I check the voltage?
