I currently have a Radeon HD 5850 1GB on a Q660 platform. My new build is an i5-4670K Haswell with the GTX 760. Is the GTX 760 going to be a substantial upgrade or should I look at a GTX 770?

Yes. At that resolution with its greater number of pixels/texels, 2GB of VRAM is needed for greater textures and higher levels of Anti-Aliasing. It wouldn't even be a waste to go with 4GB, if not for now then for the future.
