ok so I have read multiple guides on how to overclock this cpu but my system either shuts down or freezes. Im stable as 4.2 @ 1.25v. when I try 4.4 @ 1.275 it boots into windows for like 2 mins then shuts down, am i missing something here. I have looked into change the cache ratio and voltage. also changing the cpu input voltage, but not to sure what setting to put it at. also cache ratio has a min and max when i change it to i change both or just max or just min. thank you for your input my specs are below.

Used the Asus Z87 overclocking guide ?

Hyper 212 is a great budget cooler.... but in the end it is still a budget cooler..... better air coolers top it by 14C, what are your temps ?

http://www.vortez.net/articles_pages/phanteks_ph_tc14pe...

Is that a 9.5 jonnyguru rated TX650 V2 or the 8.5 rated TX650M ?

I suggest you repost in the overclocking section and include more details including all the settings you have changed so far.
