PSU turns on for a split second

Was playing a game when the entire computer turned off leaving just the monitor and other peripherals on. Also the PSU fan does not spin for a second when the switch is flipped FYI. All of the power plugs were being used. Computer has been running for about 7 days and had intense gaming on it through out that time. This has happened about an hour ago as of now 9:45 CST.

Problems:
1.PSU and all hardware turns on for a split second when the power button is pressed.
2.Tried another power cord.
3.Tried unplugging extra non-essential components inside the computer (i.e. CD/DVD Burners, Extra HDD’s, and even the PCIE video Geforce GTX 590)

do you have another psu you could use for test on the system ?

I agree the first thing to test is the PSU.

it could also be a heat issue or the system not getting an RPM signal from the CPU fan.

If you leave the system turned off for an hour or more will it turn on normally?

I should have done this in the first place. I did the paper clip test and the PSU does the same thing as when the power button is pressed. Seems it was shorted out. Odd this PSU is only a week old so at least i can still get an RMA on it.

@Hugo: No it still does the same thing after waiting all night keeping it unplugged and then trying again.

@scout_03: No I do not have an extra one. Judging from the test it is the PSU.

What PSU do you have?

It was a friend's computer. I know it was a cheap one not a well known good brand.

To answer your question finally it's a APEVIA ATX-CB700W 700W. It has a 3 egg rating on newegg...Seems he should have choose a better brand.
