Even if you increase the Internet bandwidth, you will still see latency spikes to a possibly lesser degree to as things stand now when other users are on the Internet.

You can get a router with Quality of Service, or spend a little more and get a router which is tailored towards the gaming community:

you will need a router that supports Quality of Service (QOS)
this will allow you to set preference of bandwidth to gaming over browsing / downloading.

be aware this is not a plug and play thing, you will have to configure it correctly in order to get the results you are after.

Your issue is 11 people (20+ devices?) sharing a 20Mbps line.

Either up your line speed, or QOS.
With QOS, you then run into the issue of "Why is YOUR gaming more important than anything else in here?"

Who is paying for all of this?
