AMD Fx-8350 Vishera downclock itself problem

Hey im haveing an issue with my cpu the Amd FX-8350 Vishera 4Ghz.
its not overclocked and aint going to overclock if i can avoid it. anyway. im getting some odd issue with my cpu from one day it was all good running at 4ghz all times and at 4.2ghz when turbo was on. then the next day i turn on my computer its now running at 3983.20Mhz and turbo around 4080mhz. i havent changed anything or installed anything just a normal shut down the computer for going to bed that day and next day it was like that. i know that 3983mhz aint much driff to 4ghz but still i dont understand why it have downclocked itself by no reason. it has never been above 50 degress what so ever. only crysis 3 have made it at 51 degress els it sit mostly around 40-44 degress so i wouldnt think it is getting to hot.

again i know 3983mhz to 4ghz aint much but still odd it downclocked it self from one day to another.
i have tryid resseting bios settings reinstalling windows 7 ultimate 64-bit updateing drivers updateing bios and now i dont know what els to do. anyone know why this is happening?

my spec.
cpu - AMD FX-8350 stock speed 4ghz
cpu cooler - Cooler Master Seidon 240M CPU Cooler
Gpu - Gigabyte GTX670 2gb 1058core clock (1175 core clock boost)
Ram - 1333mhz 12gb
HDD - 1tb (windows is installed on this one) and another 2x on 232gb where i have games and so on.
psu - 750w
mobo - Asrock 970 Extreme 4 with bios update 2.40

If you havent messed with any settings in the bios, its your voltage fluctuating and bus speed also moving because the default settings are auto. It will fluctuate based on load heat and all that good stuff. If you go into bios and just put the multiplier at 20 and bus at 200 it may stay more stable.

i found the issue that was makeing my cpu running slower. not much but still slower then the 4ghz mark. anyway.
i was useing a windows 7 alll cpu gagdet to monitor cpu core use ram and so on and i saw only 10gb of my ram out of 12gb was there. so i turned off teh computer took out the ram and just switched place for the ram. and checked for dust etc in the socket where ram should be putted in. fired up the computer and now it running as it should -.- i have never seen that kind of thing before. anyway the issue is fixed.
