my previous rig went bad so planning to buy a new one
Budget is 450$ without the graphics card(planning 2 wait till the prices come down a bit).

The HD 9XXX series is about to launch, try to get your hands on a HD 9850 or HD 9870 and you should be good for a while.

If you can swing $500 for a GPU the HD 9950 or 9970 would be even better, though not everyone can afford to spend that on a GPU. You should be able to get a HD 9850 or 9870 for under $300 easily.

is the msi 970a-g43 in the same league as the biostar motherboard ?

That board only supports 95w cpu's so I would avoid it. There are better boards out there, I just did my best to stay in your budget without rebates and still have 125w cpu support.
