does my PSU have to be connected to a motherboard to power on?

I just ordered the Cooler Master GX-650w 80+ bronze power supply along with the nzxt source 210 and some fans. Im buying the components over time as i have the money but i wanted to make sure that they all work so i installed the fans and the psu but it did not turn on.

No, you can short pins 15 and 16 on the 24 pin motherboard connector (green wire to ground--black wire). HERE is the 24 pin ATX pinout. I would then check the voltages with a multimeter. Make absolutely sure that you short the correct pins or you can fry your PSU.
