athlon 64 x2 4800+ overheating

I recently got the athlon 64 x2 4800+ (upgrade from sempron 3800) and the heatsink isnt strong enough i guess? Its sitting idle at 55 and just browsing the internet is making it go up to 60-61. So i guess i need a new heatsink i only have 20 to spend towards it i was looking at this

Is that strong enough to cool it? im not overclocking, is there a thermal paste that could maybe lower the temps as well? Thanks for the help

The max temps for it is 65 - 72 so ...
