Running a Quadro 600 and I want to add a Quadro FX 1800 but I keep getting "Code 12"

I have a Thinkcentre D30 running a Quadro 600 and I want to add a Quadro FX 1800 but I keep getting "Code 12".

The mobo is PCI-E 3.0 and the Quadro is PCI-E 2.0, the Quadro 600 is 3.0. Does that matter?

Windows 7 sees both cards but I get Code 12 and the Quadro FX 1800 wont display a picture.

The goal is to run 2 displays off both cards...does anyone see anything that I'm missing?

I have tried swapping slots but get the same thing.

The port does't matter - PCI-E 3.0 is back-compatible to PCI-E 2.0. However, I'm not sure how nicely the two cards will play together considering the fact that they are different, but, I've also never run a workstation setup, so I don't know if they handle different GPUs differently/better than traditional desktop motherboard setups.
