Netgear N600 WNDR 3400v3 Port Forwarding Issues

I bought a Netgear N600 Router to port forward, because i just bought 16GB of RAM, and I went to the router settings, port forwarding, and no matter what port I forward, openportchecker.com will say that the port is closed. I have my antivirus turned off, windows firewall off, and nothing seems to be working. I am wondering if maybe my modem had some weird firewall to stop it? My router is the Netgear N600 WNDR3400v3, and my modem is the Motorola SURFboard SB5100. Does anyone have any ideas?

Obvious answers I have already checked: Firewalls turned off, port forwarding (not port triggering), trying multiple ports, and restarting my computer, my router, my modem.

I have tried forwarding ports: 80, 20, 30, 7777, 7778, 7779. 1324, etc. Just a lot of random ports to see if the router would let me forward anything. I had the router make a few ports and tried checking those to no avail, and tried deleting all the ports, restarting router, and adding ports. I'm thinking that maybe my modem is holding me back, because this is the second router I have tried this with thinking that the first was broken.
