System boots but no display on monitor (sometimes)

So I've had my PC for about 3 years. I built it myself, but for the life of me I cannot figure out what's gone wrong with it. I turn it on, and 1 out of 20 times it boots up, i get a beep, and I get a display for about 30 seconds before the computer freezes. The other 19 out of 20 times, it doesn't beep, and I get "no signal" displayed on my monitor. When it does turn on, it says that there is an overclocking failure, despite me not overclocking the system. I cleared my CMOS and I disconnected every cable and essentially rebuilt it. My motherboard lights up with a green light, so I'm assuming it can't be that. I've checked every ram slot and they're all working correctly. My graphics card worked fine in my other computer, and everything is connected properly. It's extremely frustrating. I opened my case to see if it was a fan issue but every fan works inside. I have an ASUS m2a-vm motherboard. 8gb ddr2 ram, amd phenom x4 processor 2.8ghz, amd radeon 4850 gfx card. I'm not sure what else to do at this time as I'm on a limited budget, and would it just be worth it to upgrade to a new 480$ gaming rig or is this a fixable problem? thank you so much in advance for the help!
