I am planning to clean my processor because the is a thick layer of dust between the fan and the heat sink. Do i need to replace the thermal paste after i remove the heat sink and fan?

Solution
If you take the heatsink off the processor you should replace the thermal paste. Just sticking it back on would create air bubbles or pockets and you wouldn't get the best cooling and could overheat your system. If you could just blow it out with compressed air without removing anything thats always an option too.

intel's usually have a max of 105c. Of course the cooler the better depending on your ambient temp and if you use the stock cooler you may idle around 45 or so and load anywhere from 70+. every chip is different though.

Ya stock fan will work if you have an extra one that will fit. And also, just getting a couple of new ones for an intake and exhaust may help lower your temp a little too. Your intake fan right now is bringing in fresh air, but its not getting pushed out the other side and could just be swirling aroun in there some. obviously some air will exit but having some good case fans as intake/exhaust will work wonders.

Actually my case is a cheap one, i choose this because it has many slot for fans. but i only have the intake fan working. i will replace both fans when i had a chance to go out. Thank you guys especially guitarman1017!

I'll put it this way... I hadn't taken the HSF off my cpu for nearly 5 years. I always cleaned it while in the case. Then one day I decided to take it off, because I had some thermal paste that I bought for my two laptops. Dropped 4C ilde, 6C load by replacing the old paste. Pretty impressive for 5 minutes of work.

Anyhoooo... the stuff gets dried out and not as effective even when you're not messing with it, so yes if you take off the HSF please do clean it off and put some more goop on it.

You're very welcome Mickey928! Get those new fans goin and I'm thinking it will help you quite a bit. Even if for now you just change that 1 intake fan around to make it an exhaust might benefit you until you can get some new ones.
