I've recently upgraded to talktalks fiber optic, and it's slow. it's so slow it takes about 30seconds -1 minute to load a page. it says i have 300mbps but its clearly not. Im using a dongle, and my OS is windows 8.1
do you have another computer to test with. You cannot draw the conclusion it is not what is says it is from 1 computer as that computer might be the issue.
I'm not an expert on this - especially being from the US but reading the comments at the bottom of this review wouldn't give me a warm and fuzzy about them.

More info needed here: What says it is 300Mbps? The properties for your dongle?
What connection speed are you paying TalkTalk for?
How are you connecting? This dongle...what does it connect to? A router in your home? or a satellite?
Hi
You first need to run a speed check, this is the one I use www.bbc.co.uk/iplayer/diagnostics.
I find it hard to believe that it reports 300Mbps as domestic fibre broadband in the UK tops out at 80Mbps,are you sure it was not 300Kbps.
Finally found some 'info' on TalkTalk fibre speed. Jeez, what a cluster of a website.

Either 6Mbps (ADSL) or 38Mbps or 76Mbps (fibre). So I'm assuming the "300Mbps" is merely what might be printed on the dongle.
