Skyrim lags on a PC that should run it at high on fullscreen?

I have a descent computer,
it's nothing special but I was told that I can run games at high-med. I can play games like Minecraft, CS:GO, Garry's mod and other games like those. I have a problem though, my Skyrim automatically sets it to high graphics but lags terribly. If I lower the resolution and get rid off the grass completely I can play it at a solid 60 fps. But I don't understand why I can't play it at 1920x1080. Idc if grass is gone I just wanna play it on a big screen. Here are my specs:

RAM: 8 Gbs

Graphics card: HD Amd Radeon 7570

Processor: AMD fx-8350 Eight core.

Windows 8

What power supply do you have? That determines what GPU you can install. Installing a GPU that draws too much power will mean your computer will reset when too much power is being drawn. It can also cause the PSU to eventually fail. In the worse possible case when the PSU dies it can send a electrical surge through the entire PC damaging / destroying each and every component.

I have a pretty decent computer too and Skyrim with NO mods except the Official ones installed, lags in full screen after a few run-quit-run-quit sequences of the game. When I say lag I mean the cursor is skippings tracks, movement is not smooth and other funny stuff like that. With the skyrim performance monitor I note 55-60 fps at all times and RAM/VRAM usage never goes above 1,5GB.

My CPU is a 4770 @ 3,4GHz, my GPU is GTX770 4GB and I have 32 GB of RAM on Windows 7 x64. I just know it can't be a hardware issue. When I run the game in Windowed mode there is no such issue; it only appears in full screen mode. When I restart the computer it magically works smoothly as ever. Seems like the .exe file is using an awful lot of resources after some point and I have no clue. Any ideas?
