One question before I order my parts for my first build.

I have a few more bucks to spend then I thought. Where should I upgrade? I was hoping to get a two monitor system. And maybe extra cooling fan. And im not as what OS to use. Have XP now.Thanks for reading.

Completely agree. You might even look at an XFX 550w which is going for about $44 dollars at the moment. As for the ram, I'd also say get 4GB and use it to get a better CPU as upgrading ram is easier than upgrading the CPU in the future.

Solution
There are a number of weaknesses in that build, but which ones to address first, and how much, depends on your total budget.
First, I'd replace the PSU with the 450W VP-450. You're getting a lot more power (and efficiency; it's efficient enough for 80+ but is disqualified for not having active PFC) for not a lot more money.
Second, upgrade the CPU to an i3. Unless you know that motherboard supports Ivy Bridge out of the box, get an i3-2100.
Third, get a better motherboard like a H77 or B75. Look for modern interfaces like SATA 6Gb/s and USB3.0.
I believe all of those things are more important than a graphics card upgrade, as they will greatly extend the longevity of the machine. If there is still money left however, you might look at a GTX650Ti or HD7790. I am assuming you want to play on only one monitor; playing on two will require a more powerful card, like a HD7870 (there's a good deal on a HIS model for $170 right now), but those will require a good 500W PSU.
