Help installing w7 Ikr

I got a new mobo and new video card. And for some reason it started restarting everytime it was at the windows loading screen. And I figured out I need to reinstall w7 BUT I burned a copy of w7 onto a dual layer DVD and burned it onto a USB and FOR SOME REASON it will just not boot from either.
 
Solution
Well your iso is most likely corrupt or you disc didn't burn correctly 99% of the time an iso will boot before the first hard drive so go back and re download the iso and when you burn it to a dvd use verify disc after you burn it to a dvd if not use a single layer dvd

I've done that and it shows either "uefi: Sandisk 1.26" or "Sandisk 1.26" and I've tried to boot from both

this has happened to me before when i switched builds but put in a new mobo.
what i done to fix it is i bought a 2nd hard drive and installed windows to that and it worked then with the other one i just formatted it and used it as more space

But the problem is I cannot boot from a disc or USB for some damn reason
