PC seems to short out when graphics cards are installed

I recently replaced the psu in my computer after the last one went cold. Once replaced, I couldn't get the computer to boot at all. Sometimes it would start up for a second or two, then everything would die. Upon removing the graphics cards (xfx geforce 9800 gt), I noticed the computer would start just fine, albeit the one long beep and three beeps. Can I reasonably assume that the reason my computer won't start is the graphics cards? Everything else seems to start right up once the two cards are uninstalled.
 
Solution
Try using your old power supply and removing and dust from your system, if the old power supply works that would probably point to a power supply issue

Almost the same as my previous psu, which ran well for 3 years.

Last night I was messing around and I switched the seating of the graphics cards, and connected only one to power. Computer booted normally, the one card seemed to work fine. When I went back and tried with both connected, wouldn't work again. So at least for the moment, I'm glad to have my computer running even w/out one of the cards. Is this further indication that the issue was w/ the graphics card, or could it be an insufficient psu?

Well your problem is your power supply your current rail amps are +12V1@24A, +12V2@24A so you are running 2 12v 24amp rail's most decent power supply's with combine the power of the two into one if the other is not in use, which sadly this is not your case it is not, the minimum for one is 26 amps so 52 amps total. so when you plugged in the one card alone the 2nd 12v rail combined itself into one with the 1st rail so with the 2nd card added you are not hitting the target of 52 amps. so I would recommend getting a single 12v rail psu that has 60+ amps for your set up to work correctly

Above is my previous power supply, which seemed to support two cards just fine, despite having lower amperage (from what I can tell). Can you tell me why that would work and not this new one?
