Low FPS in League of Legend

I turn the video settings up and down and my FPS refuses to move beyond 23 and sometimes it spikes to 100+ without any discernible pattern. I have a dual core, GTX 260 and a 650W PSU with 30c temperatures with updated drivers on window classic theme and a newly replaced hard disk drive with no firewalls or anti viruses blocking league. League used to perform wonderfully.

League ingame settings:

1920x1080
No shadows
All settings on very high (makes no difference if its on very low)
Full screen
No HUD animations

Specs:

Windows 7 Ultimate
Dual Core E6600 @ 2.4GHz
NVIDIA GeForce GTX 260 896MB
Corsair 650W PSU
4.0GB DDR2 RAM

I know the system is out dated and I am replacing it in two months but I'd like it working until then.

Additional information:
CPU usually is at 90% usage with league on and LolClient.exe turned off.
All other services are disabled and no programs are on at the time league is running.
All temperatures read below 50c on all hardware

*Update #1: Repairing the Client appears to resolve the issue for one game at best and it drops frames in the following game

*Update #2: Ran a scan - Ad-Aware picked up one "CRITICAL" threat that was removed, and League performed fine for one game, and dropped to 20 FPS again, specifically when more than 2 character models are on the screen. Turning down character detail did not fix this.

*Update #3: FPS seems to have stabilized by not turning off LolClient.exe this game. Not sure what's going on...FPS sat at 30+, sometimes much lower. Better than normal.
 
Whichever hits 100% and sits there, most likely while your FPS is low.

For CPU usage you can just use the performance tab in Task Manager (Worth looking at RAI usage as well) and I recommend MSI Afterburner for monitoring the GPU. When your FPS gets low, tab out of the game and check the graphs.
