Did my GPU come DOA and is it the cause of my problems?

I initially tried to do the above build with an ASRock N68C-GS FX. I got no display with either TV HDMI or VGA (tried VGA directly to motherboard and VGA to GPU and neither worked) so I assumed my motherboard was dead since I wasn't getting display with the integrated graphics either.. I brought it back in for a refund and got the ASUS M5A97 R2.0 instead. After flashing the BIOS with a USB (still not getting display) to the version that is compatible with my FX-6300, I tried booting my TV again through an HDMI connected to the GPU and still nothing. My opinion is that my GPU came to me faulty, but this is my first build and I'm completely not tech savvy at all so I come here in hopes that you'll either confirm my suspicions or point me towards a different component that could be the problem.

Please help me identify the problem, it's been a frustrating experience and the RMA period for my parts is almost over so I'm pretty much screwed if I RMA one part and wait two weeks only to find out that it was another part and the RMA period ends.

Yes, the PCI wire was connected properly.
