The i5-4570 it's not a bad processor, very similar (well, a bit superior) to the 3350 but you pay for an integrated Intel® HD Graphics 4600 that you will never use as you have a discrete GPU.

Of both options i like a lot more the 7950, you sacrify mainboard (well, really only the integrated Creative 3D sound and i dont like it, prefer a discrete Xonar for example) to improve GPU.

The think i dont like from the second is the format, you only have two PCIe (x16,x4), with one used by the GPU you will only have one PCI for anything you need, also only 2 DIMM banks, etc..

Depend of what you want the Pc to, if you are going manly to play i will try to go with a Gtx 760 and a i5-3350P if you are not going to overclock or i5-3570K if you are going to overclock.

I liked Nvivia over ati at GPUs and i think that a cuad core is more than enought in processing prower.
