Weird wet/oily Substance on my Sapphire 7970 OC With Boost PCB

The title says it all. 4 weeks ago my another 7970 died, when i took that card on my hand i saw some oily / wet substance on my PCB. It was over 3/4 places on my PCB. anyway i just clean that RMA'ed. Now with my new replacement card after 3 weeks i just saw another little drop of that kind of substance. I just cleaned that and all going well so far. Please guys tell me what the heck is this thing? There is no chance of anything come outside of the case I'm Sure. One thing i have to tell is, My screws of Heat sinks which is attached with PCB also kind of gluey feel over it if I touch with finger even some places over PCB also. What is this ??!!

I dont have any liquid cooling solution in my PC. got a 3570k with Hyper 212 EVO+ and ASRock z77 Extreme 4 Mobo. Corsair vengeance 4GB X2 Sticks. I have a ThermalTake Chaser A31 case with 5x Cooler Master Xtraflow Case fan. Powered by Corsair HX650.

Please guys tell what the heck is this? what will be the solution of this sorcery things ? :(

Ah TIM = Thermal Interface Material. Its just a shorter way of saying Thermal Paste.



Brown and looks like diesel... Hmmm...

Can you bro more specific? What is TIM? I will check the upper 2 fans for leaking oil. and No my roof do not leak bro!!

Didn't check the smell really !! but color is kind of diesel i meant dark brownish .. after 1 week of installation of the GPU i found that type of substance on my GPU PCB bro, upper side of it.

Edit: misread and assumed, fixed now.
