Laptop screen fixed, blue screen?

The screen was fixed, my mom said the laptop worked in the repair store but now here's the problem:
I turn the laptop on, the normal blue Samsung screen shows with "F2 Setup" and "F4 Recovery" and then the screen goes black, indicating that Windows is opening.
The black screen takes longer than it has before, and then the Starting Windows screen appears, which also is longer than usual. Then there is a blue screen flashing for not even a second, and then the startup restarts, and this is all it does.
I have restarted it and nothing.
I went to the Recovery twice and after the first "loading files" screen, it says to wait and it's loading, but nothing happens. There isn't a Safe Mode available.
My mom said she'a going to bring it to a computer person at her work, and if that doesn't work then back to the repair store. Also the laptop is a Samsung R580.
Any ideas?

Sounds like the hard drive is messed up. It seems to be struggling with booting the OS. Possible corruption in the boot sector. Probably might need to get a new HDD. I would like to see what other people think though.
