I want to switch from my 60 GB SSD which is nearly full to my 256 GB SSD. My old low storage ssd has my OS and my data file is an HDD which has plenty of free space. Is it easier to use a cloning program to just copy everything to my new ssd and just give away the smaller ssd? Have people experienced issues with this (i.e. problem with bios locating the OS when booting up for the first time)? My goal is to put actively played games on my ssd ( right now swtor and skyrim) and games not really played on my HDD.

A clean install is always best and the least likely to have problems. However, since you are cloning from a small SSD to a new and larger SSD, this is the ideal situation for the cloning software. It "should" work OK. You can try it and if there are any problems you could always do a clean install as your Plan B.
