cant install new perating system

Hip pavilion dv6 notebook. New hard rive formatted and new copy of win 7 home premium.
says loading files, then starting windows. Then stalls at a command box titled
Administrator. x:windaows\system 32\cmd.exe
When typing in the box I get a upside down v between each letter that I type.
Hardware problem? Bios problem?
If bios can I flash bios without an operating system installed?
Also I cant enter bios, is his because I have no operating system installed?
I am a pc repair student studying for the comp tia exams.
Need to know what is going on here.
Any help will be appreciated.

If the cd your using is a restore disk for another hp or dell it can fail when the os looking for the right bios. On new DVD of windows could be bad ram stick or bad spot on DVD disk. Try using Microsoft USB to Iso tool and try installing from a USB stick. If it fails again try using a slipstream window cows and add the updated mb chipset drivers and laptop drivers. If fails try taking out some of the ram see if laptop boots.
