Rear case fan goes into overdrive at System Wake up

So every time I wake up the computer I'm pretty sure its the case fan that goes into overdrive, why is that? Is it a fault?

No. If you want to silent then buy new fan. Is that 140mm fan=?

120mm silent fan. 120x120x25 Scythe GentleTyphoon (1150rpm)

Look bios settigs. That can be PWM fan. Or you can adjust from bios how it works.
PSU can make that noise too. Look first.
