Why do old Monitors make Static Noises when turned off?

Meh, this is pretty much not all that important to me, but I've just always been curious as to why old school Monitors, at least the one's I've used over the years, have always made a strange sound, when shutting down after being on for a while. It's not a high pitched sound, that most people get, it's just when I turn the Monitor off, after long use, it would start to make this sound, like if you were to crunch a plastic bag into a ball... Yeah, that sound. Does that mean the Monitor is going bad, or is that what all old school Monitors do? The Monitor is an IBM E74. I've also had a Samsung Syncmaster 550v make that same sound. Maybe if I just open the back, and blow out all the dust it may have, from over the years, it'll help? Thanks.

Probably just the deguassing coils vibrating, or power fading away around
various circuits, etc. Or perhaps bad caps, or dust build-up.
