Computer turns on for about a second and then cuts out, no beeps only lights

I recently put together a new build and havent yet got it to start, with only the CPU, cooler, RAM and PSU cables plugged in it refuses to start. the bios light turns on and any fans i have connected wll spin for under a second and then cut out.

If i remove either the CPU or the CPU cable it doesnt cut out at all.

Does this mean there is a problem with my CPU?

Also i suspect it may be the BIOS version that needs to be updated, the CPU im using is compatible, however the BIOS version it states is F7, i have no idea what BIOS version i am currently on.

Specs:

Motherboard:

Gigabyte Z87X-UD4H Motherboard, Socket 1150,

CPU:

Intel Core i5 4670K Quad Core , Socket 1150, 3.40GHz, 6MB

PSU:
Corsair Builder Series CXM 600W Modular 80 PLUS Bronze Certified ATX/EPS PSU

RAM:
Corsair CMZ8GX3M2A1600C9 Vengeance 8GB (2x4GB) DDR3 1600 Mhz

Board is currently outside of the case, just using the stock cooler at the moment, no backplate.

Edit: its on the box the MB came in, no chance of shorting

Thats what i was looking into earlier, turns out my mb was manufactured before the update was released that supported my CPU, in fact it was manufactured before the CPU was even launched, this should mean all i have to do is update the BIOS and bada bing bada boom its resolved right?

I spoke to them and they were less than useless, they basically gave me a little checklist of things to try and then asked me if it booted with the graphics card and/or the on board graphics.
They then said to take it to a local repair shop which i really dont want to do

How would i go about updating the BIOS without a CPU? as i cant get hold of one without ordering one online and returning it. preferably something i could do right away

Spoke to the local shop, they were doubtful that the bios version would be the issue and suggested i send the board back again and maybe get a different one, any recommendations?
