My PC has huge problem with turning on

Hello, i have big problem with my PC. It just doesnt always turns on. Most of the time i have to plug in, plug out power cable and turn on PC, if this doesnt work i repeat it for about 10 minutes, only then my PC starts. When I tried to start my PC with opened case, i saw that fans start immediately (don't know about anything else). Also as i have cable network, that orange light (it is orange when PC is shut down and green when PC is on) on the case back turns green. After few seconds both fans turn off, and green light turns back orange. Everything started few months after i switch everything from one case to another (old case was small, so i picked my even older big one), and installed new components:

CPU : Inter core 2 quad q6600 2.40GHz (old)
GPU : Radeon Powercolor 7870 PCS+ myst edition (new)
PSU : OCZ ZS 650W EU (new)
RAM : A-DATA 2GB 800MHz CL 5 DDR2 (new)
MainBoard : Acer EQ35M (old)
400 GB space, and DVD-RW. (old)

I installed those who are marked (new). Everything was fine for those 2 or 3ish months when i installed all these things. But few weeks ago everything turned bad way. I'm thinking it could be problem with either my old motherboard, or that little round battery in it (can it be?), or i don't know... Please help me, because i don't have money to spend on new PC, and i need this one...

You might want to check your power supply.
Try changing you power supply and see how it does.
Make sure the 20/20+4 AND 4/4+4 pins are plugged in the motherboard as well to power up your motherboard.
Also, check your motherboards capacitors and see if any of them are busted.

But my PSU is completely new, can this really be true?.... :(
