Keep in mind that this a super budget machine, and it will not run GTA V, maybe low settings at a low resolution.
You will play some games, but struggle a lot with newer ones.

The best possible thing i can use with an intel CPU and 600 dollar budget.

Sticking to intel.
You would nee a 3rd or 4th generation i5.
And obviously i would give you a better mobo.
A WAY better card, in the lines of GTX660+

You would have to spend at least 800 on the pc alone, leaving out monitor and os.
If you are looking ffor a pc to really play GTA V proporly, i woudl sugest you save up.
