What are the max memory/best video cards possible for a Tyan S2723 Tiger i7501 Mainboard?

That thing is a server board with PCI-X instead of AGP slot. AGP is already ancient with no new GPUs for it in about 10 years (unless using an AGP-to-PCIe bridge) so you are not going to get any remotely good GPUs for that board since you would need to use a PCI-based GPU.
Do yourself a favor and forget about it. Much too old to be worth throwing any money at.
