Network lag while downloading

In my internet connection which is 14443 kbps,When I download something (avg 1.2-1.4mbps)my brother lags and his connection is getting slowed down.I am connected via ethernet and hes connected wireless.It happens to him all the time.Its not a quincidence.For example if when he plays call of duty black ops he gets 60-90ms.When I start downloading it jumps to 450.Can you help me fix this issue?
 
Get a router with a QOS option, then you can setup the network so the connections are equal. A download generally takes up all the bandwidth it can, it does not care if anyone else is trying to use the same connection. QOS will enable the router to set aside a specific priority for the other computer so it still has the bandwidth it needs.

My router supports QoS.
Can you teach me how to set it up?
Also will it reduce my download speed?

I'm not sure what that router is, most of the home ones have much simpler setups for QOS. If someone that knows more than me about setting up QOS in that much detail posts you can get some info for your router, or see if there some documentation for it online.
