CPU Temp Way to High

So recently just built 2 new PC's. Both are almost Identical with some variation.
Both Systems are using Fx6200 (3.8 ghz 6core) and a ASUS m5a97 LE R2.0
1 system has a 750w PSU and an ASUS 560GTX while the other is a 600W PSU with a GTX650 Ti in it.
The system with 750w for some reason though is idling around 58c(core loads are constantly switching as well, from 3% to randomly 80+%) and whenever borderlands 2 comes up it skyrockets to 70+c and twice has shut off from i believe the temp getting to high. The other system just stays at 40c even when Borderlands 2 is playing.
What options do I have?

If both boards and CPU coolers are identical and everything is mounted properly, you're symptoms make me think it could be:

Faulty PSU over-voltage
Faulty MoBo over-volage
Faulty MoBo VRU
Faulty MoBo chipset
Corrupted BIOS
