Video card doesn't work.

So I have the following PC :
PSU - Coolermaster b500.
CPU - AMD Athlon II x4 640 @ 3 Ghz.
Video - GeForce 450 GTS 1GB DDR5
Ram - 2 x 2 GB Kingston @ 1333 Mhz.

The thing is when I turn on my PC my video card doesn't channel any signal to the monitor. There isn't even and BIOS screen or anything , the monitor just acts like it's working but there is nothing on it.
When I remove the GPU , and let it on with the integrated one , I get signal to the monitor.
I tried something , I turned the PC on with the 450 GTS and entered my pc via TeamViewer . I managed to run some video card tests ( stabillity ) and it does pretty good on them. But why I don't get any signal ?
Additionally I have tried to play with the resolutions and frequencies , and sometimes I managed to get a screen , but with the screen is vibrating and the frequency is like 70hz ( i think normal is 60hz ).

Any help will do great to me ... since I don't have the money to buy a new GPU.

I cannot use the bios , unless I remove the GTS 450 video card. But nonetheless I did it and I found some sub menu saying : " Init Display First " . It has 3 options PCI , PCI-express and onboard. I tried with three of them and have put the GPU after that but still nothing to display on the monitor...
 
select the pci-e. after doing that you need to save the setting. it may tell you on the bottom of the screen to hit F10 and then ENTER to save. the machine will reboot and the card should work now.

you can start the machine with the card in it and the monitor plugged to the on board......... after you make the changes and save the machine will reboot itself. you can either turn the machine off ( flip switch on back of power supply ) and move cable top card............ or just let the machine continue booting and just swap the cable from the ob board hub to the card itself. I hot swap a lot so don't think you'll have any troubles with that.

It doesn't work . I don't get BIOS screen or anything with the GTS 450 on. All i can do is to get inside the computer with team viewer, but in order to do so the windows has already loaded . I can access the BIOS only w/o the video card .
I just removed it , entered the bios , did the settings u said ( PCI-e) , saved it with f10, then restarted the pc.
Then i turned it off , put the GPU , tried on both board and video , but still no signal on the monitor. Just black screen... . I tried with my friend's GPU and I get the bios and everything , could it be that my GPU is screwed ?

Yes. As I said I plugged my friend's video card (Saphire 6670 ati radeon). It worked. I think his requires more watts , so I dont think its from the PSU. I just dont know...

if amps arent enough for gpu, will that cause no image? Im having the same issue. everytime i install gpu i get nothing. i have a geforce 9800GTX+ and my PSU supplies 22A per 12v rail. i think my card requires more power, but would that cause no screen at boot?
