Hyper 212 EVO at $35 is about the best bang for the buck out there, and while the DRAM will work, I avoid 1600/9 at 1.65, most all 1600 sets out there with a CL of 9 are 1.5 (JEDEC standard), needing 1.65 for entry level sticks can be indicative of them using weak ICs, especially at that price, might look at the Ares, 1600/8 (lower CL, faster sticks) for less money ($88)
