16gb of ram installed, 8gb available?

I've been messing about with my new system for a few days now trying to tune this ridiculously fickle 4770k to play nicely with my G.Skill Trident X 2400 2x8gb ram. While I was overclocking the processor, I left the ram at 1333 and while it was at that setting, I had all 16gb available to me without issue.

I activated XMP and for the first time in my overclocking adventures with this processor it worked! Booted right into Windows 7 Ultimate, but instead of having all 16gb available, I'm left with a lowly 8 which is woefully out gunned by the needs of Sony Vegas and Adobe Premier.

My system specs are as follows:
Intel 4770k @4.4ghz w/ 1.290v
Asus Maximus VI Hero z87 mobo
G.Skill Trident 16gb(2x8gb) 2400mhz ram
EVGA GTX 780 Classifed
EVGA SuperNova 1300w G2
Windows 7 Ultimate x64 SP1

Any idea how to get the other stick to become available? CPU-Z shows 16384 Megabytes of ram but also claims that its single channel, while Windows insists I'm stuck with 8. Any ideas?

Oh, and is the Row Refresh Cycle Time (tRFC) supposed to be 313 clocks while the Cycle Time (tRAS) is 31 clocks?
